The level of refrigerant or lack of this water, is not related to what you mentioned.
You can do the following test.
Start the engine without moving it until it has a temperature. Look at the temperature needle until the fan starts. If, when it starts, the temperature drops, it is most likely that the thermostat that is at the outlet of the cylinder head was removed, so the engine will remain cooler than normal.
Internally it has the part that opens with temperature. It is used to improve performance, keeping the engine warm and not cooling.
