Any existing distributor has to turn. Before removing it, you have to mark its position on the base, and the motor to which side it points to see if the splines of the shaft were not erased, or if it broke but that is impossible, never pass.
The cam shaft is the one with the endless, or elicoidal thread. It joins the distributor, if it does not turn it can be two things.
the cam shaft that would be very rare was broken or the teeth were erased in either of them, but if you didn't remove the distributor from its place you wouldn't know.
I had the cope taunus and the Sierra. The only difference is that the Sierra already came electronic without platinum. But it was the same.
clarified the cope was SP5 85.
if you are going to do it, fix it and mark at the base of the distributor where it has the tightening nut and mark the position on the block and on the distributor.
taking out the lid, mark it on the distributor and where the rotor points, and then just take it out.
