The problem I have with this TV is that I have normal voltage in b + normal voltage in the micro in the keypad but the micro jungle I have no voltage in the number 12 and 13 that is the H out and the TV does not turn on only the light and will be the problem in the kia78r05

measured pin 12 with respect to ground with the ohmmeter (scale x1) if it is not short or leaking to ground or chassis? does it have 5 volts of power for that pin?

Thanks for the help and I don't really want to reach 5 volts at number 12 and 13 of the ic jungle
