Pin 36 should have the 5v that come from the V591 Issuer = 2SC2383 (Source). I measured the voltages in the Emitter, Base and Collector of this transistor and commented on the results.

Either there is something wrong with that source output, or something is consuming a lot and the 5V voltage drops. First disconnect the + B Pin from the tuner to see if the voltage rises to 5V. If it does not work, disconnect Pin 36 from the Jungle. If the voltage still remains at 3V, then I send you what needs to be controlled or changed.

You forgot to disconnect the Pin from the 5V + B of the tuner and then test the AGC circuit elements that I marked in the diagram. Any of these may be lowering that + B from 5 V to 3 V
