If the antenna works normally ... The antenna input capacitors or the capacitor that connects / ground HOT with Earth COLD may be short.

According to the reference diagram, it would be the C632.
Check for continuity between HOT ground and COLD ground.

On page 2 you also have the antenna insulation test (ANTENNA COLD CHECK). Perform this test.
