Hello Friend. Check at the source. resistors, zener diodes and rectifiers, and replace all new small filters, the opto coupler and the regulator, and solve the choper and flay back pins, and then after the choper check the filters and diodes can leak some and filter undervalued and measures tsh well. It may leak, and change the ic. Vertical sometimes that does not let the TV. Turn on and check if pin 8 of the memory has 5volts. Cheers
