Good afternoon, do you have the diagram of this chassis? ... As little as I saw in the diagram if it says that it has 5 Volts in memory, therefore it must have those same 5 Volts towards the microprocessor, unless it has several routes cut ...

Hello, "Russian121" watching the scheme of the TV, first, it is impossible to have voltage +33 v, and not in horizontal collector, there may be reform that in scheme is not seen, possible resistance of low value, cut, or false contact in line + b, "Eye" changes C = 616 and C 321, (changes) does not test with capacimeter, it can confuse you. Regarding the lack of +5 v, the diagram shows 2 lines of +5 v, check.
