Hello community, I am repairing this source E249823 of a LED TV SANSEI, which dropped a lightning and damaged the source, I already found that the integrated oscillator does not work, but it would be necessary to know the value of resistors R1 and R3, which I indicated in the picture. Since resistance R3 gives me a value of 103K omhs and R1 a value of 0.1 omhs. and I'm not sure it's the right value.

both resistances are of a value less than 1 oms since they end in golden silver, I do not appreciate the other colors well, lift a pin of the component that marks 0.1, if it marks the same the resistance is fine, the one that marks 103k remove it from the chassis, and scrape off the side, that the metal be seen and read with the tester of the resistance center at one end, one side will mark it open or very high the other side will mark half the value of the resistance, which will be less than 1 oms ... greetings.
