I am reviewing a Philips LED TV, model 48PFG5100 / 77, which does not turn on (not even LED standby).
The owner says that the TV was working fine, until it suddenly turned off. Then, it was disconnected from the 220v network, and when it was reconnected, the TV worked fine for a few minutes until it turned off again and didn't turn on anymore.
I started by reviewing the source, with the naked eye without visible problems. But I want to completely discard it.
Therefore, I would like to know how to turn it on to test it independently of the main one. I'm not sure how to do it and that's why I need your help.

By connecting the source directly to 220v, on the CN9301 connector, where it says 12v, I have only 8.5v. The rest of the pins, no voltage.
My doubts:
Is it necessary to perform some specific procedure to turn on the source without the main?
When connecting the source to 220v, is it correct that you only find 8.5v where there should be 12v?
