LCD TV No output voltage to the COLD part

Good regards to all. I have a 43 "LCD TV Brand: mLPLUS Power Card: (KIP + L140E06C2) The card receives HOT voltage to the TB902 transformer (180v), but does not deliver voltage to the COLD part. I have changed the opto couplers, the UB952 ( TL431) the UB954 (TL431) and nothing .. I doubt the FSG300N? So much voltage. Neither LED lights. Agradesco much advice possible. Well this file I don't know why it doesn't open. But it belongs to the KONKA factory and is on page 138 of Chinese LCD sources from ELECTRONICA.COM

you can send that link of Chinese power sources to see that page 138 and give it a look

Ok friend, I explain. The page appears in google: SERVICE MANUAL-SCHEMATICS-SCHEMES .. Then when you enter you look for: LCD POWER SPPLY INVERTERS. It is exactly in box 138 of number 8: KIP + L140E06C2. Brother I thank you for all your collaboration and your valuable time.

do what I told you check a resistance close to that oscillator is low ohm and can be open

There is a 5w ceramic resistor that says R10. My doubt. Is zero point ten ohm or zero point 1?

that oscillator is always changed but most of the time it is not the fault there I only change it when it is exploited .... always in the circuits near that ic there are resistance that are devalued and cause the tragedy that does not allow to work the ic
