Hello, choita, I would replace the CB41 / 10 / 50v connected to pin 5 of UB2 + RB17 and following up to pin 5 UB2,
To check RB 17 and next remove the CB41 / 10 / 50v, measure and review welds "EYE" the CB41, you change it, even if you think it's ok, and see if you have the +300 v network input.

Hello, after reviewing your possible TV scheme, TV JVC 24dr530 I do not think you have the problem in the Micro, before I would review the famous AS1117-ADJ, these fail a lot and associated capacitors, see tension in ic, AS3113 page 17 -30, pin 2 level H. OK level L. wrong
