Was your alarm originally connected directly to the telephone line? , or did you wear a modem before connecting to the line?
If the fiber currently reaches the modem of your provider and then the telephone line goes out ... before connecting to your phone or your alarm there must be a small filter ... the same ones that provide the service put it. As the signal is digitized you must filter the line by which digital signal produces "noise" that the filter eliminates so that the phones can use the line without interference. test said filter

Thank you all!!! I could do it !!! I put a micro filter and also the error was that the telephone line was blocked to make calls to cell phones (my lady had blocked it and did not remember).
And also to do the tests I put a 1k resistor on the siren's output, as they suggested, I think everything worked, connect the siren, thanks again.
Very good I'm afraid that your alarm has the communicator badly connected.
The phone can never allow permission to the alarm eg: if your phone has 0 blocked, it should not prevent the alarm from using it, if the line from the front has 0 blocked, the alarm cannot use it, but in no case the other way around.
This is a security issue because if the phone is broken the alarm must report the same even if the phone is broken.
