Good morning, for what you say about the frost near the compressor, that is a clear sign of excess refrigerant in the system, said excess causes the compressor to increase its amperage (electrical consumption) and therefore the thermal is triggered, since it does not manages to condense all the refrigerant in the circuit, both the low and high pressures increase, I recommend in the first instance to look for another technician who finishes doing the work and properly calibrate the pressures, since if it continues this way it can damage the New compressor if liquid refrigerant reaches the unit, as for the vacuum, I always do it with a vacuum pump, it is what should be done.
