Hello, I am new to the forum and then the practice of air conditioning arrangement, the problem that I am presented with is that the fan of the outdoor unit does not start with the blades on but the engine only if it works, I already checked the capacitor or motor consumption and everything is normal, I also tried it directly without the blade and it works but I put the blade and it has no strength to turn. You must verify the operation of the fan, change the capacitor and for better control you can place direct tension on the fan without the use of the plate, ..

ok, if the capacitor is perfect, the problem is the motor coil, but testing the capacitor and measuring it well is not enough, if you tested it with a new 0km capacitor then the winding is no longer useful. I had similar problems, the measurement was good but the fan was running at low speed.
