Good afternoon, to be a compressor of 24000 btu I do not see the high consumption, I rule out that it is firing for consumption, since these compressors usually consume more than 10 amps, of course, that depends on the compressor model, rather in my opinion is firing by high temperature, it would be good to specify the working pressure, not that this refrigerant past, also check that the condenser (outdoor unit) is clean and that the outdoor fan has a good revolution, check its capacitor, measure it with a capacimeter, if it is deficient it will turn you slower and this will lead to it not dissipating enough heat from the external unit, increasing the temperature and firing the thermal.
