I am not an expert on Motorola but it does not matter where you are, if not the region of the software that you have installed that matches the MODEL of equipment that you want to program.
In the model (plate where the serial number is also) is the identification of which region it belongs to.
Physically you can be in China but to program a team from the Latin America region you must install software from that region and not from Asia.

Greetings the Motorola radios Motorola GM3688 are the Asian version of the PRO, you must look on the network for the same model GM3688 AZ, if there are, unfortunately here I can not help you, if not with pleasure and for the EP450 is another program. For latnoamerica is EP, you use Commercial Radio CPS 5.16 or 5.17 which are the newest but if the radios are identical with letters CP you should look for the software of the region USA (NA or AA) that also there are.
