Hi Ergoflo. From what I see is a 27 Mhz transeiver. The antenna that you can build, fast and economical, is 1/4 wave. From what I could find on the web, this particular equipment transmits in 26/27 Mhz (11 meter band or citizen bank), with a maximum power of 5 watts and in AM mode only.
It is a mobile team of Civil / Citizen Band.
The laptop would become a handheld device.
HF (High Frequencies for its acronym in English) are the frequencies that are between 3 MHz and 30 MHz. VHF (Very High Frequency for its acronym in English) are frequencies that are between 30 and 300 MHz. UHF (Ultra High Frequency). A hug!

It depends on many factors such as what antenna you use, how high it is, what power, whether or not there are thunderstorms nearby, if the propagation of the waves is good or not, etc, etc ...
