I have an Icom IC 78 radio receiver that has 100watts in a 10 and 11 meter band but only 40 watts in 40 and 20 meters, which could be the reason.

First of all your information leaves us many doubts, for example: it worked well before and now it does not ?, Do you have a multiband antenna installed for 10, 20 and 40 mt ?, Do you have an antenna tuner in case you have an antenna or do you have one for each band? Without these details there are many things that could be part of your problem and in turn something simple.

The equipment is with very little use, the 40 and 20 bands are low in power, I have measured with a bantasma antenna and a good power meter and it gives me those readings, I have an IC 718 and it is upside down in 40 and 20 meters the Power is higher than 10 and 11 meters, output transistors is not, but I do not know why all frequencies are not equal, or that is normal.
