You must connect the upper tank to the lower one. From the bottom you will give water to the house, you will lose pressure by height. I do not understand why another tank, because there is a cistern. I would put a larger tank above or enlarge the tank. From your drawing how can it be. But you need a check valve for the bottom tank outlet. And floating entry in it too. The upper one has electric floating.
