Given that in Russia the base electrical signal is that of 220 VAC and 50 Hz phase-neutral, of the two readings where you get 220 VAC, both cables would be neutral while the 3rd cable could have a false connection to give that value and you might also think that it carried the neutral signal. The healthiest thing is to check (upstream) from that point where the three wires are visible - whether in a visiting box for example - the other ends of the three wires to really make sure where they come from and finally to which thermomagnetic they correspond in the Board (or Boards if there is more than one in the building).
