Check that there must be one of the relays that may not be activated or the internal contact with a lot of resistance. In one sense, voltage reaches the terminal where the black is and in the other direction voltage comes to the terminal of the blue wire. Disconnect one of the cables first and then the other when checking, you will know which voltage does not reach the relay.
