Hello, you should remove the entire membrane placed. Surely it is stuck on the edges but in the middle it is loose and that is a safe path for water. Once the membrane is removed, clean everything with muriatic acid lowered in water. 30 of acid 70 of water. That removes all fungus or verdin from the ground and together. If you can remove everything after the acid, with the pressure washer clean deep. Let dry very well. It also tries to do everything in an emanate of good weather. Good. If you do not want to remove the old membrane, you should waterproof it with fibrated roof paint, 20 years is a lot for the membrane but if you are short of twine that is the best option. You paint on top of the membrane, especially in the joints and the most screwed areas. It is not for you at all in the world to remove the old membrane. In the parts that do not have leaks, if you remove the membranes you will have them. regards
