HCT540 component measurement, am I correct?

In an industrial washing machine plate, Girbau, had a measurement of 121 Ω when measuring continuity between any negative and almost any positive, discarding components I have reached an HCT540, I include a link to the datasheet at the end of the post, in which I have continuity between the pins 3-20 and the happy 121Ω between pins 10-20 that when desoldering have disappeared from the rest of the plate. Measuring on diode scale the facing pins 2-18, 3-17, 4-16 etc. I get values of 1,400 except in par 3-17 that I get 0.786 I must understand that the measurements confirm that it is in poor condition? In fact there is the error, if you have 12 Ohms between one input and earth, and the other inputs do not, that is the problem.
If you follow that input leg to know what it controls, you would find that it is the symptom that presents the user, if there is no more damage within the same component

Hello Ramon According to the measurements you indicate, it is very likely that there are problems. There cannot be 121 Ohms between the power and a signal input. Everyone should give the same value (power to the input). On the other hand, you don't mention if you measured between the inputs and GND. And the same between the outputs and GND. It is very likely that there is also something uncommon. Something else, the measurement you indicate 3-17, is different from the others. There should be no measurement between input and output. Luck

Between inputs and GND there is no measurement, only on pin 3 that appears 121 Ω, between outputs and GND there is no continuity measurement either, in principle I will re-solder all the components, capacitors and diodes, which I have desoldered and expected to get the replacement of this IC (or borrow it from another plate) and test in the washing machine.
