captin homemade regulator doesn't work for me

Good morning I have a captin and looking at google there is a home regulator which carries a BT137 this is the link of the temperature regulator https://www.pinterest.es/pin/239676011404189851/ the problem is that only reduces voltage from 220v to 190 volt nothing else would be the problem? it may be that instead of putting the ceramic capacitor 104 I put a capacitor 104 lentil. Thank you

Thank you for your comment, but I want to make it home just to not spend also come to see and considering that I live in Argentina and the price of that welder is 110 euros in my country that would be something like 6000 pesos a total madness. same thanks but I would like to solve my problem

And a new capacitor charge cycle is initiated by the potentiometer and the limiting resistor in series with the capacitor.
