It is a thermionic valve tester. The number must be searched in the book, which will indicate on which basis to connect it; the tension and current of filaments; polarization voltage. Something I can see is that the meter is indicating and the test button is not being pressed. It should be at zero, unless that model the test button is maintained.

It has a plastic adjustment screw, check if it is zero.
If it is not zero, you should buy a microammeter similar to the one it has.
There is a way to adjust it, but you must have experience in mobile coil instruments, so as not to damage it. If you manage to set it to zero, you should verify the calibration at full scale.


