This board I think is a microcontroller with speed controller of the PWM motor (Pulse, (Wide) Width, Modulated), and is controlled by the microcontroller BITRON CM04 (20 pin), in the photos appears another one different from mine, ic BITRON CM03, I have searched online but nothing, I can not get your datasheet, neither the cm04, nor the cm03.
