It is a Harris DCA 780-805 Model Telephone DCA modem. It is Passive. Receive your food from the telephone line itself. and connects to the PC with the Parallel port It was usually used for internal telephone networks using PBX. I'm not sure but it could serve as a 56k modem for Dial Up. Or PC Telephone Dialer It's really weird. There isn't even information about what DCA means. clearly According to Wikipedia, DCA routing is used to assign channels on cell phones right now https://en.wikipedia.org/wiki/Channel_allocation_schemes There is not much use to give them. These devices were used with the old MS-DOS as a modem for local telephone interconnection (I doubt that the PC still has that port even to connect it if it works)

I found this page in Russian but it explains a bit its mode of operation http://ats-harris.narod.ru/H6_438.htm (Putting it in the translator is readable)
Basically it is a Modem Router for Internal Network (Create your own LAN) through twisted pair telephone cables It is based on NetBios protocol so it supports the Sharing of Printers
It has its own 128KB RAM included
You could try to make it work using MS-DOS. However, I think Microsoft Xenix Software is required
