Hello John! To see what is happening I advise you to uncouple the part in which the diaphragm is placed. Control that way by observing how the needle behaves when opening and closing the water. If the burners are removed, the burners are still on, it is because the shaft that causes the burners to escape is blocked. In that case take it out and grease it with graphitized grease and control the spring as well.
If when removing the part where the diaphragm goes, the burners are not lit and you notice that the needle does not come down when the water is closed, it is because the return pipe is clogged. This usually happens with the same oring. But it may have happened that you have armed it by placing the pipes towards the piece where the diaphragm goes, in a wrong way, inverted with each other.
