Hi. If the burner flames are consistent there can be two problems. One, that the base is with tartar and there is no good heat transmission to the water and the other is that there is a loss of water at some point. In this case, the water circulating constantly never gets to accumulate and heat. Do the first test by closing the water inlet valve to the thermos for two or three hours and check if it heats. To do so there is a loss. Otherwise it would be necessary to disassemble the appliance and clean the tartar from the inner pot. Regards
