hello, the passage heaters need pressure n the water to activate the microswitch that turns on the system that energizes the gas opening solenoids and the spark, the water tank must be at least about five meters above the lowest level of the heater , so that it provides you with a good column of water, if this is fulfilled, then check that you do not have rust in the pipes or obstruction in it, or check that the electrical system works, open the hot water tap closest to your heater and tap the microswitch so that it moves with the current of the water and you will see that it turns on maybe for a few seconds, good luck.
