Install a filament lamp (bulb or incandescent bulb) on C403: 100uF / 160V, to verify if the + B is stabilized at 133V, if this Switching Source (SMPS) is not achieved, it must be repaired. In the first instance, check that the I802 Error Amplifier: DP133 is not defective.
Now, if in that test with lamp you get a + B of 133V, then the source is OK and you should check the protection circuit "OCP" (Over Current Protect), under normal operating conditions there should be no voltage on the C of Q801: KTC968AY, if any trace of voltage appears, then check that this transistor does not "leak" and that it is not "overrated" R810: 0.39Ω 1W, because an increase of a few tenths of Ohm is sufficient to activate the System of Protection and inhibit ignition.
