Friend that can happen when the LEDs are damaged, the best solution is to replace all, they have limited shelf life and if some have already failed some others are close to fail too. The voltage you notice a little high because there is no consumption to have bad LEDs. When you replace them all you can try to lower the voltage using the resistors that go to the mosfet.
