Dude you said you changed the varicap but don't comment on the voltages that it presents? Did you take voltage measurements?

In pin 1 you must have more than 4.5 volts and in pin 4 3.3 volts.

Amigo test this solution eliminates or suppresses pin 40 of ic601 and comments on the results obtained.
