If the source is fine 'the problem I think is in the control circuit, 5.v that go to the processor are not even 3.75 v to the switch, power. I already noticed a 5v regulator is not taking volts. I changed it and it remains the same even though they are entering 10.50 v according to the scheme to be 11v. But I think that at least it would take about 4 .. and something already regulated .. cut the track pin output and verified that the output pin of the regulator does not leave voltage .. replace the regulator with a new one and it remains the same ... I am Breaking my head in this fault.

Already place a new equal regulator, and measure the same 0.65v.

In the power button, I get 0.06v.
There is no standby LED.
