Hi Ska, with the TV in standby that measurement is fine, those 3.5 volts we will call them standby, look below the pin that says power_on I give you a tip, since I estimate that the TV does not turn on, to determine if it is the main or the source what is not
"When you connect the TV the source delivers a standby voltage to power the main,
when you give the power the main returns the power on level to the source and it delivers the main tensions
Three cases
1 - That the source delivers the standby and the main does not return the power on - main malo
2 - That the source does not deliver tension - bad source or short main
3 - That the main return the power on and the source does not deliver the tensions - bad source
