You are right I read the question badly, after removing the tsh and leaving only the source test again if it gives you voltage at the output, if you do not have it check the supply voltage of the tea on pin 2 16v if you do not have that voltage check the peripheral components, if the voltage is present after replacing the tea ... comment on your tests.
