possibly a short on the BLACKLIGTH, did you try to turn on the source without the main board? that is to say manually? there, what I observe is that the source is being protected by a very POSSIBLE SHORT in the BOARD or at some stage that I previously described, it measures the condition of the mosfet at that stage and if in some condenser nearby there is "short" because when you disconnect the fluorescent lamps you DO NOT ACHIEVE ANYTHING if that circuit is short.

the blackligt circuit there are DC-DC converters is composed of transistors and coils, check if there is a short, if you manage to turn on the source MANUAL, that is, without the board you must generate the working voltages of the BOARD and obviously the High voltage for fluorescent lamps, look for videos on how to do it on YouTube. because it is clearly PROTECTING itself by "blinking" that if there is standby voltage ..... so I estimate there is some SHORT in the power source, or on the board board
